Executive Committee
Mr. Eguchi has over 30 years of experience in risk analysis and risk management studies. He has directed major research and application studies in these areas for government agencies and private industry. He currently serves on several Editorial Boards including the Natural Hazards Review published by the American Society of Civil Engineers and the Natural Hazards Research and Applications Information Center, University of Colorado, and the Journal on Uncertainties in Engineering Mechanics published by Resonance Publications, Inc. He is also a past member of the Editorial Board of the Earthquake Engineering Research Institute's Journal SPECTRA. He was recently appointed to a National Research Council panel that prepared a report on "Assessing the Costs of Natural Disasters." In 1997, he was awarded the ASCE C. Martin Duke Award for his contributions to the area of lifeline earthquake engineering. He still remains active in the ASCE Technical Council on Lifeline Earthquake Engineering serving on several committees and having chaired the Council's Executive Committee in 1991. He has authored over 200 publications, many of them dealing with the seismic risk of utility lifeline systems and the application of remote sensing technologies for disaster response. Charles K. Huyck, Executive Vice President Mr. Huyck is a geographer specializing in the integration of advanced geospatial technologies and emergency management. As Executive Vice President of ImageCat, Inc., he oversees a team of engineers, scientists, and programmers developing software tools and data processing algorithms for loss estimation and risk reduction. He has over 13 years of experience in GIS analysis and application development. He introduced GIS and Remote Sensing to EQE International, where he served as GIS Programmer Analyst on several loss estimation and research projects. At the California Governor's Office of Emergency services, he was responsible for geospatial analysis, database development and mapping disaster information for the Northridge Earthquake, California winter Storms, and California fire storms. Programs where he has contributed to GIS or remote sensing development include : the HAZUS flood module, EPEDAT, J-EPEDAT, EPEDAT-LA, USQuake, RAMP, U-RAMP, REDARS, Bridge Hunter/Bridge Doctor, VRS, VIEWS, GeoVideo, and a bare earth algorithm for use with SAR and LIDAR data. He has authored over 50 papers, many pertaining to damage detection and inventory development with remotely sensed data. Rollin Wong, Special General Counsel and Member of the Advisory Board Mr. Wong is licensed as an attorney in Hawaii and California. He founded a law firm in Los Angeles, California and has practiced in the areas of intellectual property law, general corporate and business law, and real estate law. He is an experienced transactional attorney as well as a noted trial lawyer and has also served as an Arbitrator and Mediator in business cases, especially those involving international disputes. He now devotes his energies to the Pacific Makai Group, Inc., a venture capital/consulting business focusing on start-up businesses in California, Hawaii and Japan; providing "angel" first-stage venture capital as well as experience and advice. Fumio Yamazaki, Member of the Advisory Board Dr. Fumio Yamazaki is a Professor of at Chiba University in Japan. He was also the former Head of the Disaster Information System Team at the Earthquake Disaster Mitigation Research Center (EDM) in Miki City, Hyogo Prefecture, Japan. Dr. Yamazaki received his Master of Science Degree in Civil Engineering from the University of Tokyo in 1978. After working in industry for eight years with the Shimizu Corporation and serving as visiting scholar at Columbia University for two years, he earned his Ph.D. Degree from the University of Tokyo in 1988. Dr. Yamazaki served a two year sabbatical at the Asian Institute of Technology where he is Professor of Space Technology Applications and Research Program (STAR) in the School of Advanced Technologies. Henry Xue, Member of the Advisory Board Dr. Henry Xue is a Professor in the Mechanical Engineering Department of the California State Polytechnic University in Pomona. Dr. Xue received his Master of Science Degree in Mechanical Engineering from the University of Tokyo in 1988. He received his Ph.D. degree from the University of Tokyo in 1992 where he performed research on numerical and experimental thermo-fluid science, micro fluid flow and heat transfer and HVAC and environmental engineering.
