Days of torrential rain caused severe flooding in the Gaza Strip. Approximately 5,000 residents were evacuated from their homes. Flooding was up to 6 feet in some areas.
The response effort was delayed by a combination of fuel shortages and rolling power cuts due to political tensions in the region.
